It means that an operating system which is 64 bit can be installed and run on a computer hardware architecture which
is 64 bit .

But because 32 bit operating systems are not as good when it comes to performance and in the future as the need for fast and high performance computers were needed , so Microsoft started to make such client based windows that were 64 bit .
