Today, the founder and CEO of the company officially confirmed that MIUI 13 will launch with the Xiaomi 12. Both Xiaomi 12 and MIUI 13 will be official on December 28th. However, there is no confirmation if the Xiaomi 12 series will install MIUI 13 out of the box.
