They are just too many constraints.
I can’t see where it states that in the rules. It says the device will be mailed out.
What is weird is that is only available to USA residents. Which is strange as it’s a Chinese phone not designed for use in the USA. I think there is possibly some some cutting and pasting going on here from some other competition rules…

But…
Unforunately, iOcean hesitates to release a WCDMA 900/2100 MHz version, typically for European customers : too bad 🙁
Therefore, if you’re leaving in Europe and want such a beautifull phone with adapted 3G bands, go to iOcean’s FaceBook page and “Like” the Poll thread! Urgent!!
